Thirteen armed people against ONE unarmed person who had no record of violence or the fact that he had no weapons?
Lack of a better term, this was total overkill. If all these law enforcement people had nothing better to do, then it is very clear that there are too many law enforcement people around. By the way, there are too many HPD for the size of Havelock. Just for the record, the government of Havelock only administers around 10,000 people, not the 23,000 that the records show.
