Havelock has canceled its Operation Safe Halloween.


With heavy rain and potentially tropical-storm force winds, Havelock has canceled its Operation Safe Halloween scheduled for Sunday at the Havelock Tourist and Event Center.



The committee in charge of the event will meet to determine how to give away the prizes from the event.



Hurricane Sandy is expected to bring as much as 6 inches of rain to the area, with winds as high as 40 mph to the Havelock area through Monday.



Havelock police working on patrol on Halloween night will have about 400 bags of candy to distribute to children. Halloween is Wednesday, and the city has set up trick-or-treat hours from 6 to 9 p.m.



Outside city limits, there are no set hours for trick-or-treating, however, children should approach only those houses that have porch lights on.



Meanwhile, the Croatan National Forest has announced it will shut down all its campgrounds as of noon on Saturday. Those affected include the campground at Flanner's Beach, Cedar Point and Oyster Point.



Cape Lookout National Seashore is closing its visitor centers for the weekend, and vehicle and passenger service to the beaches has been suspended. Ferry services are operating through Saturday for anyone wishing to get off the beaches. Those staying at cabins on the Seashore are being advised to leave.
