A Pamlico County woman faces charges of giving her 11-year-old daughter a tattoo.
Odessa Jean Clay, 30, was staying with her daughter at the Budget Inn in Havelock when she allegedly inscribed a heart on the child’s upper right chest in March of 2011, according to Havelock Police.
The charge was made last month, and the Pamlico County Sheriff’s Office served Clay with a criminal summons, according to Investigator Christopher Morning with the Havelock Police Department.
State law prohibits giving a person under 18 a tattoo.
Morning said the tattoo is about a half-inch wide and was put on the child with tattoo equipment owned by Clay.
“It is an outline of a heart, just an outline,” he said. “It appears black, very faint and very faded.”
Morning said the tattoo appears on the child’s upper right chest near her right shoulder.
The daughter is 12 years of age now, but was 11 at the time of the inking.
Morning said police interviewed Clay, who said getting the tattoo was a general consensus between her and her daughter.
Morning said the only reason Havelock police found out about the girl’s tattoo was because of domestic issues involving Clay and the girl’s grandparents.
Carteret County Sheriffs Office Captain Jason Wank said the grandfather of the daughter, Kenneth Blevins, faces court charges of peeping into an occupied room on Oct. 12.
Wank said it was after the charge of peeping was made that the tattoo incident came to light. Blevins’ son is the child’s father, according to Wank.
Clay has a short record on file with the N.C. Department of Corrections website. She was given suspended sentences for possession of stolen goods and possession of drug paraphernalia in 2004, and larceny in 2000.
Her tattooing case is scheduled for Craven County District Court on Nov. 15.
Clay also faces charges in Pamlico County District Court on Dec. 14 for driving while license revoked or possessing, displaying an altered or fictitious or revoked driving license.
